Fishing & Boating

Goddard Memorial State Park offers saltwater fishing and an accessible boat ramp, both listed by RI DEM. Anyone 16 or older fishing with a hook and line needs a Rhode Island saltwater fishing licence ($7 a year for residents, $10 for non-residents, $5 for seven days) unless they hold a licence from Massachusetts, Connecticut, New York or Maine. The park is open sunrise to sunset.

Where to Fish

DEM lists saltwater fishing among Goddard's experiences, and its park history describes the estate as "nestled on Greenwich Cove and Greenwich Bay". DEM does not name a fishing pier or specific spots at Goddard, so fish from the shore away from the swimming area — state rules keep the designated swim area for swimmers. The City of Warwick's list of activities at the park includes fishing, boating and windsurfing.

The Boat Ramp

DEM lists an accessible boat ramp at Goddard. Two state rules matter when you launch:

Also remember the park closes at sunset to people and vehicles without written permission, which limits evening returns. Overnight mooring, docking or berthing is not allowed except in designated mooring areas. No power boats may enter a bathing or swimming area.

DEM does not give the ramp's surface or depth on the Goddard page, so call the park office at (401) 884-2010, ext. 1, before you bring a larger boat.

The Rhode Island Saltwater Fishing Licence

To fish recreationally for finfish in Rhode Island's marine waters, DEM says you need one of:

Prices: $7 a year for Rhode Island residents and $10 for non-residents; a seven-day licence is $5 for anyone. Residents over 65 and active-duty military stationed in Rhode Island get a free licence but must still obtain it. Yearly licences expire on December 31.

No licence is needed if you are under 16, fishing on a licensed party or charter boat, holding a NOAA Fisheries registration or a Highly Migratory Species angling permit, on leave from active military duty, or blind or permanently disabled.

Where to buy: online at rio.ri.gov or from participating vendors, including bait and tackle shops.

Shellfish, lobster and crabs: a separate lobster licence is needed for lobster; non-residents need a separate shellfish licence, and non-residents may not take blue crabs.

Kayaks, Sailing and Windsurfing

DEM's history says Goddard brought "a better opportunity for sailing" to the state's park system, and the City of Warwick lists boating and windsurfing at the park. Launch paddle craft away from the swimming area and avoid the designated swim zone in season; state rules ban flotation equipment in designated swim areas except Coast Guard–approved life jackets.

Jellyfish

RIDOH notes that lion's mane jellyfish, stinging sea nettles and the small clinging jellyfish turn up on Rhode Island beaches. RIDOH asks people to report jellyfish to DEM Marine Fisheries at DEM.MarineFisheries@dem.ri.gov or 401-423-1923.

Good For / Maybe Skip If

Good for: launching a small boat or kayak, casual shore fishing with the kids (under 16 needs no licence), and combining fishing with a picnic.

Maybe skip if: you want a dedicated fishing pier — Goddard does not list one. Rocky Point State Park, also in Warwick, has an accessible fishing pier.
